Figure 6.1, Federal Reserve Banking Act of 1913 The Federal Reserve Banking Act came into existence by an Act of Congress. It unbalanced the powers of the three Branches of Federal Government; therefore, for no lesser reasons than current hype for Amendment to Balance the Federal Budget, this Act should have been invoked only through the Amendment Process - i.e., ratification by the States.

Given the enormity of the powers removed from the Congress and transferred to the Executive Branch, and creation of a Private Banking Authority with powers greater than either the Executive or Legislative Branches of the Federal Government, such a transfer was a monumental 'change' to the Constitution - and changes to the Constitution require ratification by the States.
